info on a shipment from Germany

hi guys, I wanted to ask for some info: I'm checking and at the same time bidding on an auction for an item that, according to the seller, would be shipped from Germany,

but under the title of the listing it says "The item is subject to differential taxation according to §25a USTG" what does that mean? I've never come across this before..

can you help me? if not, I'll unfortunately have to cancel the auction..
