Item not arrived and no refund by ebay

I bought something that îs not covered with eBay insurance. The item never arrived what can I do? EBay said I can get no refund. Is there something I can do ?

There are very few categories not covered by the eBay customer guarantee, check here. https://pages.ebay.it/acquistare/garanzia-cliente/

If you fall into one of these rare cases, check whether you can open a dispute on PayPal's site (if you paid with this method) or whether you can do a chargeback through your credit card provider.
