VAT and duties from England to Italy

Hello everyone,
a question: if I find an item I like and at a good price but it’s being shipped from England to Italy, do I have to pay VAT or customs duties?
Let me explain better:
item price: GBP 433.33 (about 499.21)
shipping costs: GBP 36 (about 41.47€)
total: GBP 469.33 (about 540€)
the seller, before confirming the shipment (super kind and totally honest, if only they were all like that), let me know that I’d also have to pay another 115€ for VAT and duties on top of the 540,
can anyone explain how this works?
