But why doesn't eBay ban people who don't pay?
If you buy or your purchase offer is accepted, the money is taken right away from the linked card ... that would definitely stop people from selling, clowns... that way you'd lose the urge to waste people's time.

The report for missed payment leads to a sort of warning; the first one has no effect, but from the second one onward there can be restrictions. Further warnings lead to increasing limitations up to expulsion.
