Failure to issue a fiscal receipt

Question

I bought a supplement from a seller on eBay and inside the package I didn't find the fiscal receipt. So I contacted the seller, who replied that he is a private individual and cannot issue either an invoice or a fiscal receipt. What does that mean? Can it be sold without a receipt? And most importantly: can I trust consuming the product even if it's sealed, or am I a victim of a fake? I await your reply. Thank you.

You should know that on the internet there are myriad shady sellers who sell items they shouldn't... so until buyers pay attention to the type of seller, this plague will never be eradicated... because it is obvious that a private individual who engages in unfair competition with a professional can keep prices lower, since they don't pay taxes to the state!
