edit shipping parameters

Discussion interactions are currently paused.

I would like to buy an item in France, but the eBay system is preventing me from making bids or purchase offers with the reason " This item cannot be shipped to Italy."
The seller is new to eBay and I have never sold anything.
I ask: how can I modify the shipping settings and remove shipping exclusions?

Changes to payment must be made only by the seller

No changes for payment, but for shipping.
The seller doesn't know how to change the shipping settings that don't include Italy, so I can't make either bids or purchase offers

It's the same, only the seller can modify THEIR listing.

Then tell him to read how ebay works in his country... reading the rules is always good practice before using a marketplace!
