Coins purchased in presale and not yet delivered after 14 months

On March 5, 2024, I purchased in "pre-sale" from a professional seller three coins that the Mint would only issue on 20/11/2024. The seller has never delivered the coins to me and claims that “they are still waiting to receive them since the Mint has failed to honor the agreements and they are having problems meeting deliveries”. I called the Mint and they assured me that they have no pending orders.
I reported the case to eBay, also proposing an appeal, but they say they “found no violations”.
The thing is really strange because the pre-sale concerned coins that would be issued 9 months later, so the seller, as he well knew, could not send them within the 40 days required by the rules.
It should also be added that today, going into the purchase history and clicking on the relative link, an order is displayed relating to a coin issued by the Mint only in 2025 and that I never purchased.
All that’s left for me is to report everything to the postal police, or is there another solution?

if you knew that the marketplace rules state that the seller should have guaranteed delivery within 40 days of purchase... why did you buy anyway???
You don't have any other options, but filing a complaint could backfire, because you also didn't follow the marketplace rules.
Next time, be more careful.

When there were just a few days left before the deadline in the rules, you asked eBay for help...
