no exchange no refund
the strangest way to sell, you buy a product, something else arrives, they don't refund you because you asked paypal not to pay the seller if they don't deliver the purchased item first. Without the goods and without a refund but which law are they referring to? w ebay, w ebay ,w ebay, w ebay

The simplest route was to read ebay's rules... seeing as you bought on ebay and not on Paypal... and you would have discovered that very simply and easily you could have opened a return request and everything would have been at the seller's expense...
