There is no evidence that the material was shipped.
There is no proof that the item was shipped.
Since the seller did not ship with a trackable package... but by regular mail like an envelope....
Ebay even sides with them and makes them change the Feedback to positive... after I was expecting nothing since nothing ever arrived....
There is no proof that the package or envelope was shipped and ebay sides with them after I paid a lot of euros for nothing... now it will be the competent offices that resolve everything for me since there is a scam ....
Reporting it like this they change the rules since here there is no talk of laws..... and they are not respected.....
The ebay rules have no idea how to specify and obtain justice in all this since here people spend a lot of euros a year...
And for them they do not evaluate everything and they do not specify and do not write fair rules but instead favor the one who has the problem and the one who scams is advantaged....
The report is mandatory to make everything change.

Rather than trying to give retaliatory feedback?
Feedback is deleted when it violates eBay's rules or the provisions of the penal code. If you wrote the word scam, we're in the second case.
