If it shows up in eBay tracking:

Have the seller send you a copy of their waybill or shipping receipt.
Check whether the code and your address are correct.

If the code and address are correct, it means a courier has certified that a package with that code was delivered to your address. It will be very difficult to get a refund.

If, on the other hand, the code or address do not match, ask eBay for help (making it clear exactly what doesn't add up).
