Yeah, but the seller told me to close it because the package was on the way, but nothing ever arrived. That’s why he’s a scammer and now he told me to remove the negative review I left him and he’ll refund me, but I’m not falling for it a second time. I want to be refunded and then I’ll remove the negative review!

How did it occur to you to follow the seller's instructions. Obviously he only looks out for his own interests, not yours.

By now, on eBay you can't do anything else.

So now you have to use the procedures provided by the payment method you used:

dispute on the PayPal site or chargeback on your credit card.

I’d add that the seller probably doesn’t know it, but that feedback can be removed without any problems by eBay support and you can be reported for defamation...

If you made the mistake of closing the request, you need to take responsibility for it... that doesn’t give you the right to publicly defame the seller!
