I didn't ship an article on time
Hi, I recently started using ebay and I ran into a problem: I sold an item but, since I didn’t receive any notifications from the app, I noticed it too late and in the meantime the customer opened a dispute to get a refund (rightfully) and was refunded. I’d like to sell the item, what can I do? Do I need to relist the ad? Can I send it to the buyer who got the refund and receive a smaller amount in return?

if the customer has been refunded, put the item back up for sale by creating a new listing.
It is recommended to carefully read how ebay works before using it.
