I can't refund the sales costs

Hello everyone,
I have some overdue eBay fees for an item I had sold but that was not received by the buyer. The dispute is more than legitimate (the item was returned to me due to problems with Customs, although unfortunately damaged...) and I would like to pay these charges, especially since I received a warning from eBay that a debt collection agency will be involved and I will be charged additional costs.
The problem is that for more than a month I have been trying to make the payment both with the credit card I have always used for purchases (and for automatic charges of selling fees) and with the checking account where I had always received incoming payments, but each time the transaction is not authorized. Ing, when asked about it, says that these transactions are blocked "for security reasons," as they are considered suspicious (???).
Since I can't reach eBay Customer Service by phone, what can I do at this point to pay the overdue fees without incurring additional charges? Unfortunately I don't have any other credit cards.
