I can't ship a jacket sold in America

I sold a jacket in America, I went to ship it but they told me that because of the tariffs it’s not possible, because if the buyer doesn’t pay them, the item gets sent back to me and I have to pay everything myself. I contacted the buyer but they’re not replying, what can I do?
