I would like to make an offer for a painting sold by a French user, but the eBay platform won’t let me because they don’t ship to Italy. How can I get around the problem?

I should clarify that I’ve already made a purchase from this user and, although with some delay, in the end everything worked out

If the seller does not specify shipping costs for Italy as well, the problem cannot be overcome.
