Item purchased in preorders and never received (since January 2026)

Good morning everyone. As of today I still have not received an item I bought (100 euros) on pre-order on January 21, 2026. I have contacted the seller several times and he has always replied that the item has not yet arrived in Italy from America. On eBay there is no possibility to open a dispute because several months have passed. What should I do? Is there a phone number to contact? How do you handle cases like this? Could someone kindly give me some guidance on how to proceed? thanks, Davide
