subject arrived after dispute closed

I shipped a package with Italian Post, unfortunately the tracking always showed as being processed so the buyer opened a dispute for non-delivery and eBay closed that dispute, refunding the customer. After 2 days the item arrived, can I ask for the money or the item back, who should I contact, since there’s no way to contact eBay

You need to contact the buyer and find an alternative payment method between you... of course, if they don't respond, you can't ask anyone else for the money.
