hi, I bought a bag from a seller who told me that because of personal problems and because he had run out of it he won’t ship me the item, I asked for a refund but he says that with the site he wasn’t able to do either the cancellation or the refund, do I really have to wait until the last day of the delivery date to do something?

if the seller can't or won't cancel and refund you, unfortunately yes...
