If you bought it in a non-EU country, that's completely normal. It doesn't depend on ebay, in distance selling, the purchase is completed at the seller's legal place of business and responsibility and import charges are the buyer's responsibility.
On 900 euros you have to pay 198 euros in VAT alone plus customs duties (which depend on where it comes from and the type of item bought) and the courier's fees for customs assistance.
Again, if the item was bought outside the EU, if you don't make the payment, you lose the item and the 900 euros already paid. Any complaint would be useless; any responsibility would be yours alone.
