Item not arrived, the seller says it shows as delivered
An item that never arrived but shows as delivered... the seller is just making me waste time, that's not right and I can't open a dispute on eBay because it won't let me select the item I bought but never received ..Help

if the courier has certified delivery to your address, any kind of report will be useless.
So if you bought as a guest, try reading here:

If, on the other hand, the estimated delivery date has not yet passed, you need to wait for it and then open a report:
