Good morning, an item shipped from Germany with Hermes courier shows on the website as successfully delivered on December 20 at 6:05 p.m., but I haven't received anything and no one rang my apartment buzzer.

I would like to ask for an eBay refund, but will I be granted one since the item on Hermes' website shows as delivered?

Probably not... but it doesn't hurt to try:
