Item received, but different from what was written in the listing

Good morning :after paying for the locomotive, it was shipped to me and arrived normally, however inside there was the locomotive, visually identical to the one in the listing photo (photo not very clear and open to doubt), but it did not have the same numbering. In addition, it was missing a piece (so it is broken). I contacted the seller to let him know what had happened, and he told me to send the photos. Of course I sent them, and the seller, seeing that the locomotive number is different, claims that the locomotive is not his and that therefore it is not his responsibility. What should I do? thanks Mario
