Order 15-11504-25171 - the seller told me he was issuing a refund, but he still hasn't done it
About a year ago I placed a pre-order, paying the full amount for the item as the seller had told me to. After several attempts to contact him, I asked him to refund the amount, but to this day, after a thousand promises, he still hasn’t done it. How can I report him to eBay? thanks
