Package returned to sender and held in customs

Good morning everyone, I have a question to understand what I should do in this situation.
I made a sale in the United States on 16/10 of non-working electronics. The package was shipped the next day.
On 28/10 the USPS tracking shows that the delivery was unsuccessful because the recipient was unavailable and they left a notice.
On 30/10 the tracking shows a new delivery scheduled.
On 01/11 I wrote to the buyer to see if he had managed to pick up the package. He told me no and that he never saw a delivery attempt.
7 days later he tells me that he can't contact USPS and reschedule a delivery, and also that the tracking code provided is not recognized by USPS (he says French code?). However, on the US postal service website the code is valid, so I send him the USPS website link. I contact Poste Italiane, who confirm that the international tracking code is valid. I advise him to also contact ebay.com.
After 31 days the buyer opens a dispute on ebay for item not received. Ebay, however, sides with me because more than 30 days have passed. I advise the buyer to contact ebay.com or file a claim with the US postal service. The package still appears to be held in the US.
2 months pass without anything happening. Today, 20/01 (more than 90 days after the sale) I receive a registered letter from the post office saying that the package is stuck in customs. The Poste Italiane call center tells me that if I want to release the package from customs I have to pay more than €100. Ebay washes its hands of it and says the matter no longer goes through them.
What should I do?
Ask the buyer if he wants the package back and have him pay the customs clearance and the new shipping?
