Package shows as delivered but the buyer hasn't received it | Questions and answers among users

Good morning. I sent a package via the eBay shipping manager with Bartolini courier. The default address was that of a pickup point. Now the package shows as delivered, but the pickup point, contacted both by me and by the buyer, says they did not receive anything. How should we proceed? As the seller, should I file a complaint, or should the buyer do it? Thanks
