Empty package and I refuse the pickup.

Good morning everyone, I bought some roof bars from England, a package of about 7/8 kg arrives, the courier delivers me this package 1.5 meters long but light on the outside, I shake it a bit and, puzzled, we realize that it has been opened and sealed with BRT tape but it is empty, I refused the delivery but I can't get in touch with eBay to explain what happened (all recorded thanks to the cameras in front of the entrance), how should I deal with this since the seller tells me to open a dispute for item received but on eBay I can't find this option and I can't contact support, thanks.

By refusing the package, you made a big mistake.
Now, according to eBay rules, you are not entitled to any refund... also because if you open a return request... what are you returning???
