payment for item failed but charged to card

Good evening, everything that just happened to me is unbelievable.
I find an item on eBay that I buy directly as a NON-registered user using the new payment form. I enter all the details, click the "CONFIRM AND PAY" button and while the total is immediately charged to my credit card, I get a message saying "Check the payment details or use another payment method".
So I was charged the cost without the order ever going through/being confirmed!
So I try to register as a user to ask eBay for help but I wasn't able to contact anyone. Meanwhile, to confirm, I ask the seller whether anything shows up on his end and of course nothing does. After a few minutes of rummaging around in my account to find some kind of help, I get 2 messages from eBay saying "account suspended permanently due to activity we consider risky for the eBay Community"!!!!! It felt like I had been pickpocketed on the subway!!
Sorry (for the rant) but in cases like this what are my options? (sorry I'm not very familiar with eBay).
