Paid with Google Pay and the seller says they haven't received the money.

Question

Around 5/6 hours ago I paid for an auction item with Google Pay.  The seller contacted me and told me that eBay’s system says the payment went through, but on his PayPal account he hasn’t received the money, so he’s not sending me anything. Can someone help me understand what happened and how I should handle this?I’ve always paid with Google Pay for the past couple of years and I’ve never had these problems.

This is a very clueless seller who doesn't know how eBay works.He will never receive the money in his PayPal account.
