Question: is it because you should leave a review or, rightly as already said, feedback for something you've never used or bought or taken advantage of??
It's like reading reviews from "someone" who judges a place without even ever having gone in!
It wouldn't be fair... and you can see for yourself why it's not possible...
I think first of all that you're talking about feedback and not reviews; they're not the same thing, and only someone who has purchased and used a certain item can write a review of the item (definitely not the seller).
Instead, feedback is used to describe the transaction (both on the buyer's side and on the seller's side); without a transaction, what would you describe?
