Hello, I’m new to eBay even though I’ve been buying online for many years.
I bought a perfume from a seller with tons of sales and all positive reviews except one, and a 99% positive rating. The sale is going well, but when I check the tracking on the 31st I notice it says delivered on October 30, which is impossible because I was at home. After various searches I open a dispute. The seller reassures me, saying that sometimes the post doesn’t update properly and to close the dispute otherwise the package might get stuck. Naively, I trusted him, since he’s a very well-rated seller. In the end, thanks to the post office, I discover that the package was intended for someone else, still in my city. I let the seller know, and he replies sporadically, saying that at the post office everything shows as okay, that he doesn’t know this other person, that he doesn’t have the shipping receipt, and that he can’t get hold of the call center. When I ask for a refund or at least the perfume, the answer is: I sent the package and it shows as delivered. Now he hasn’t replied for 3 days. I spent 50 euros, eBay won’t help me because it says I should have left the dispute open, and I understand that, but is it possible there’s no other protection against these scams?

At the moment you closed the procedure, a message appeared warning you that if you closed it, you would not be able to open any others, and yet you confirmed your intention to close it.
Now you can try opening a second procedure on the payment method you used: you can open a dispute on PayPal's site or you can request a chargeback from your credit card provider.
