Different price between accepted offer and payment form

I made an offer to a seller of 1300 dollars, he accepted it, but when I go to the payment form the price is 1647 dollars plus, of course, shipping and customs

Maybe that seller uses international shipping with advance payment of duties and VAT?

If so, it would be clearly specified in the payment form.
