Accepted offer price returns increased at payment

Hello, I made an offer. It was accepted for 35 usd. Then when I go to pay it goes back to 42 usd. I don't know what to do. Why does it go back to the original price? I can't even contact ebay because there's only the call option and the only selectable prefix is the Italian one while my registered number is Dutch. How do I fix this?
Also, after the seller accepted my offer it was added directly to the cart and it's at full price, I can't even remove it from the cart because I committed to buying it.
