PROBLEMS WITH AN UNTRUSTWORTHY BUYER

Good morning
There’s a buyer who keeps signing up with new nicknames, then as soon as they register they buy some of my items, taking them away from other people too, then they don’t pay and I have to cancel the order.
They’re doing this with many other sellers, whose complaints I’ve collected. I reported the situation to eBay, which so far hasn’t done anything (if it can do anything at all). The nicknames they’ve used so far last month bought 11 of my items without paying for them, so I had to cancel the sales). Of course, as soon as I notice I add them straight away to my blocked list, but if they then sign up again with different details it’s useless (in the meantime they’ve already placed new bids on about fifteen of my items). Can someone tell me what can be done?
