protest against eBay for failure to issue a refund

Sorry, I bought two used cellphones, both huge rip-offs and not matching the description, from two different sellers. But is it possible that you can’t even send a text message to Ebay? Also, the refund is guaranteed, because I paid with Paypal, but I haven’t received any refund at all after almost a month for one of the two purchases, and Ebay is unreachable, and one of the two sellers shipped the item so late that we’re past the expected return period and he doesn’t even respond to my messages. This guaranteed refund seems like a joke to me. At this point, all I can do is close the account. I’ll wait one more week to see if I get refunded, but I’m really angry, because of the rip-off by two sellers, and now by Ebay too.
