You need to contact the card issuer.

On eBay, you need a card with a 3D Secure security system. The card must be linked to a mobile number where they send an SMS with a temporary code to make sure it’s you using the card.

Or try linking the card to a PayPal account.

Thanks, if on eBay it's like that, it's not my problem; with the same card here I bought too many rounds, I'll do without eBay anyway, thanks.
