Points deducted
Good morning, having purchased an item on 7/02 that never arrived, I would like to ask if it is possible to recover the points accumulated and deducted for that purchase, which were in the amount of €21.61

you need to open a proper report for item not received and once the refund is confirmed, ebay will credit the points back to your account.
