Purchase with proposal accepted but shipping costs changed in invoice | Questions and answers among users

I bought an item for $150 instead of $175 with a proposal and it was accepted (shipping was free).The problem is that when I go to pay I end up with about 180 dollars because shipping is added (everywhere it says free for my destination) and VAT is added (but how did I know that in my proposal it was not included and in the price exposed yes).Sounds like a scam to me. Total price I should have to pay is higher then the initial price !!I can not contact ebay in any way. How can I do ?
