Does anyone know how to get a receipt from Poste Italiane?

The seller (outside Europe) didn’t put the IOSS on the package he sent me, with the result that I had to pay VAT again. But the postman doesn’t issue receipts, and to get a refund from eBay you need something more than the postman or whoever writing an amount to pay on the package... so I’d like to get a receipt from Poste Italiane. Does anyone know if that’s possible and who I should write to?

On the Poste Italiane website it says that a receipt is issued on request, but the mail carriers pretend not to know it.

So if it’s a parcel, there’s the waybill with the amount paid; if it’s a registered letter, the mail carrier must issue a receipt.

The amount due for parcels:

is indicated on the Waybill
it can be paid in cash to the courier for amounts up to 999.00 euros; for higher amounts it is necessary to go to the Post Office indicated in the notice

The amount due for correspondence:

is indicated on the receipt that is issued, at the customer’s request, upon delivery
it can be paid in cash or by POS to the postman for amounts up to 258.23 euros; for higher amounts it is necessary to go to the Post Office indicated in the notice
