What are the expected times for accrediting a partial refund?

Good afternoon, can someone tell me what the time limits are within which a seller must issue a partial refund? I received a PC from Germany, but the item does not match the seller's description, as it is missing an 8 GB RAM module. I contacted the seller asking for clarification and attaching photos of the missing RAM; he replied, offering me an unspecified refund, and asked me where to send the money. 4 days have passed and no one is replying to me. Could someone advise me on how to proceed? Thanks in advance for any response.

Did you receive the partial refund proposal through eBay and did you accept it?

The seller should refund you through eBay and therefore wouldn’t need your details.
