If an item arrives defective, broken, or not as described, do I still have to pay the shipping costs for the refund?

The seller's honesty is relative... eBay's procedures would have bypassed it!

Good morning,

if the item is not as described in the listing... whatever the reason... the return shipping costs are the seller's responsibility.

Only when the latter has the item back in their possession can they issue you a refund.

It's entirely up to them if they want to do it sooner...

I'm asking why a person received a broken item and had to pay for return shipping. How is that explained?

Simply because he probably wanted to do things his own way without scrupulously following eBay's procedures.

Obviously not. In the event of non-compliance, return shipping costs are the seller’s responsibility (by law).
