A customer of mine started a return request, I accepted it, and he asked me if, to send the item back to me, he has to wait for the refund from you?

if the return request is for an item not as described, you have to arrange the pickup yourself at your own expense...
You therefore need to provide a prepaid label to the buyer... when you then receive the returned item, you will be the one to refund... only if you don't do it yourself, ebay will do it for you, losing the selling fees.
