Hello, in December I made a sale on eBay, I shipped everything but the package stayed stuck for 2-3 weeks in the same place, so my buyer asked me for a refund for an item not received, and I accepted. After two weeks, my buyer received the package even though they had gotten the refund. Is there anything I can do to recover the money I lost?

yes, ask the buyer for it directly yourself, ebay can't help you.
