Refund the buyer after more than 90 days from payment

Good morning.
I would like to know whether and how to refund a Canadian buyer with shipping to the United Kingdom who purchased from me during the month of February and about ten days ago the package was returned to the sender.
I vaguely read on the package that the reason for non-collection was due to failure to pay the additional customs charges (but that was not done).
I cannot find within the original listing the partial refund method (only for the item).
