At most, you may have “requested” the cancellation from the seller, who may also have refused it.
If you haven’t received confirmation from eBay of the refund being made, it means it hasn’t been issued.
In any case, if the estimated delivery date has already passed, open a report:
Get help for an item that hasn’t arrived | eBay
