One of my orders was canceled and refunded properly to the buyer, but I can still see the funds available. Why haven’t they been deducted?

If you canceled the order, you should have entered a credit card in order to issue a refund through eBay. If eBay refunded it, it will recover the amount from you by taking your suspended funds and then it will still ask you for the selling fees. https://www.ebay.it/help/selling/fees-credits-invoices/fee-credits?id=4128
