You just have to hope for the buyer’s honesty, that he voluntarily repeats the payment.
If the item has a high value, your only weapon might be a threat to report him for embezzlement. With the refund, the item has gone back into your possession, and the buyer has no right to keep it.
You need to send him a message (eBay messaging is fine) in which you let him know that with the refund, the item has gone back into your possession and that you will send him a prepaid label so he can make the return. You also let him know that if he does not send you the item within 15 days, you will be forced to report him.
