50% refund
I accepted a 50% refund for an item that arrived damaged. The seller says that eBay doesn't allow him to issue the refund because a claim is open and asks me to inform eBay that he can proceed with the partial refund.... What should I do? Thanks

Did you open a claim on Paypal?
Then, after reaching an agreement with the seller, did you close it?
Communication between ebay and Paypal is really slow, updating the case takes 20/30 days, so if the seller tries to refund you voluntarily, that action is impossible for them because of the claim being opened... closed on Paypal but still open for ebay...
Obviously this is just a theory... if you want, let us know...

He can do the partial refund even with the case open.
