refund after return
I bought a phone on June 29 that, once it arrived, turned out to be defective and not as described, so I sent it back. The item in question was delivered to the seller on July 12 and I still haven't been refunded. According to eBay's instructions, if they hadn't replied to me by July 21 I should have asked eBay to intervene. How can I do this?

If you meant that you had to ask eBay to step in by the 21st, then (as Sika says) it’s too late now.
If instead you meant to write that: you had to ask eBay to step in (if the seller hadn’t replied to you by the 21st), then….

if you didn't open the return request correctly, you won't be able to do it...
This was the correct procedure:
Return an item in exchange for a refund | eBay
and if you used it, to ask eBay to step in read here:
Ask eBay to step in - buyers | eBay
Anyway today is July 22, so it's too late now...
