eBay wrote to me that they started a refund on February 15 and it should have arrived in my PayPal account, but as of today I haven't received anything

Mentore3 years agoYou’ll find the refund on the same payment method you used to pay.
If you used a credit card through Paypal, you’ll find the refund on that card... not on the Paypal account!
