Good morning, I received a non-working item, the seller does not accept the return. The seller offered a refund, but the refund is PARTIAL how is this possible. Ebay withheld about 70 euros

it's impossible that the seller does not accept the return for a non-compliant item... all sellers are required to accept it!
So if you did not open the correct procedure on eBay... probably the refund was issued to you voluntarily... or else you bought abroad and the import costs, which is normal, are not refunded.
Anyway, if you want to explain what happened better... maybe that would be better...
